The Background : The Council of Europe (CoE) has recently adopted the 'Strategy for the cultural heritage in Europe in the 21st Century'

that takes entirely new and innovative – interdisciplinary and multi-sectoral approach to heritage policy. It involves new intervention logic that relies on synergies among heritage stakeholders. The new approach is 'smart' in the sense that it its content is integrative, inclusive for stakeholders and also financially favourable.

The Strategy is founded on three integral components: the “Social”, the “Development” and the “Knowledge” one. The challenge is how to enhance all three components in a synergic way. The CoE Strategy suggests that overall consistency derives from the balance between the components and from the strength of their convergence.

Methodological solution to the CoE new approach has been developed by the Slovenian Evaluation Society. The core methodology consists of combining three standard procedures: Leopold impact matrix (CoE “Challenges” X CoE “Recommendations”), square input-output matrix, correlation matrix with Venn diagram as a schematic presentation of results (synergies).

The aim of the workshop is to present the Strategy in the light of its novel approach in general terms, its methodological specificities, its background rationale. The aim is also to present possibilities for the practical application of our methodology to programming, project management, setting priorities, coordination of lack of agreement among stakeholders, and evaluation of impacts of programs and projects. The novel approach is also a generic one and therefore applicable to territorial governance, nature conservation, urban/rural development, and other policies/programmes that intersect with heritage policy.

The participants are not requested to have any previous expert knowledge in methodological issues.

Target group : professionals from CoE member states responsible for planning or evaluating projects, programs and heritage policies (PPP). 40-60 participants

Aim of the Workshop : Transfer of new tool for programming and evaluation of heritage PPP in line with new CoE's Cultural Heritage Strategy for the 21st Century. The Strategy is replacing old sectoral approach to heritage policy with new intervention logic that prioritises achieving synergies, mutual understanding and shared concerns. Analogous intervention logic is already implied in EU's cohesion policy for programming period 2014-2020. Participants will be familiarised with new intervention logic, they will learn how new approach works on practical examples and then also try to rework their own heritage PPP into new intervention logic. By acquiring new knowledge, skills and tools, participants will be able to formulate their PPP in much more efficient way and with clear guidelines on how to provide for synergies in the area of heritage management (either increase heritage PPP impact on non-heritage sectors or non-heritage sectors' impacts on heritage PPP). More horizontal approach can importantly enhance heritage management with streamlining financial and human resources.
